TECHNICAL PRODUCT MANAGER

Position Description

Overview:

We are currently seeking a dedicated and career-oriented Product Owner to support the National-Geospatial Intelligence Agency (NGA) through the Data Services Integrated Program Office (IPO). The mission of the Data Services IPO is to create a standardized platform that collects, transforms, and integrates GEOINT data from authoritative sources, delivering cohesive and actionable information to users.

Key Responsibilities:

• Backlog Management: Maintain and prioritize the team’s backlog of features, ensuring alignment with project goals and customer needs.
• Customer Requirement Analysis: Understand and analyze customer requests, translating them into clear and actionable requirements for the team.
• Engagement in Agile Ceremonies: Actively participate in sprint ceremonies, scrums, syncs, and other team-related meetings.
• Communication and Liaison: Serve as a liaison between team and management, as well as between the team and the customer or end-users, while representing the team in customer meetings.
• Risk and Blocker Mitigation: Identify and address risk areas, blockers, and concerns proactively to keep projects on track.
• Team Performance: Oversee team performance and efficiency, ensuring all objectives are met effectively.
• Project Management: Guide the technical direction of projects through design, implementation, and testing phases in alignment with project objectives.

Basic Qualifications:

• Certification: SAFe Product Owner/Product Manager (POPM) Certification.
• Education: Bachelor’s degree in an IT-related field or equivalent work experience.
• Experience: Minimum of five (5) years in IT project management or a lead role in Agile environments, with at least three (3) years as a Product Owner.
• Skills: Lean-Agile Leadership mindset, with proven ability to coach agile principles. Demonstrated capability to manage complex projects with high autonomy and accountability.

Preferred Qualifications:

• Project Management Skills: Demonstrated coordination and project management skills, with at least three (3) years of experience leading cross-functional development in a production environment. Project Management Professional (PMP) certification.
• Organizational Agility: Ability to represent the product development team effectively in communications with senior leadership.
• Work under Pressure: Ability to perform well under pressure and meet deadline requirements.
